While protecting an oil heiress from her former kidnapper, who is unable to feel physical pain, James Bond discovers a nuclear terrorist plot. In a race against time, James must try to foil the terror plot using his nifty bag of high-tech tricks and secret agent smarts.

The World Is Not Enough begins well enough with a bit of background action that reminds us 007 is as much action hero as he is spy or lover. From there the film slips smoothly into the main plot as the intrigue, double-crossing, and action take over. The plot is fairly simple, yet the breadth of detail and side-stories makes it feel much bigger. Unfortunately, for a James Bond film this one feels small and a bit worn.
Acting is a mix in this one. Brosnan did better than expected but just doesn’t seem to have the sex appeal or style needed to really pull off the role. Marceau was an enjoyable addition in this one, delivering good depth along with being enjoyable visually. Carlyle was an excellent choice as Renard and did very well with the part. Richards, Coltrane, and the remainder of the supporting cast was solid.
Camera work, sets, and backgrounds were good and grandiose, as we expect from a 007 sequel. Effects were solid and well done but just didn’t feel as impressive as they once did in this franchise. The speed boat was interesting for a moment but lacked the usual heavy load of options, as did the car James drove. Dialogue was good for the most part. Sound and soundtrack were both good.
Overall The World Is Not Enough is a decent action adventure flick. Like most James Bond films, the movie is entertaining but lacks some of the energy of previous films. Even the traditional beautiful women seem to have been scaled back a bit. James Bond fans will probably be lukewarm on this one.
With plenty of action violence, mild sexuality and innuendo, this should be fine for teens and above.
